I think apt-get upgrade should make upgrading debconf a high priority, higher than most other packages. I have seen three times, on two different computers, apt-get upgrade fail because a certain package must have pre-depended on a certain version of debconf, without actually specifying the Predepend: debconf (>>x.xx). The error messages are non-intuitive at the least. Since Predepend: is seen as a necessary evil, I would suggest trying to install debconf before most other packages, or all other packages if it is possible to do so. Of course, I don't much care one way or the other how it gets fixed, but this seems to be something that must get fixed, either through apt or through debconf or by submitting bugreports to the packages to ask them to specify a Predepends: line in the control file, or an NMU on all such packages to add that line.
