Bug#242466: 'Hold Package' command for apt-get

I think apt-get should have a command 'hold' that does all the work of 
outputting, editting and re-reinputting. ie a command that does the work 
of dpkg --get-selections > selections; vi selections; dpkg 
--set-selections < selections.
