Some applications only care about the date, not the
time. I think for the file cleaning problem,
consistency in how the file is deleted is the key. If
one doesn't consider the time in such calculations, it
becomes very simple and predictable as to when the
file will disappear. From the users perspective! From
the programmers perspective not so simple since
eliminating time properly can be tricky business from
what we've seen here.
