JINI is the Java interface for calling any OS native code, whether its the OS API or other code (such as DLLs in windows). I've never used the interface, nearly all my Java code had to run on at least 3 platforms.
I would suggest starting at java.sun.com or another java reference of your choice. As far as I know, if it is a standard Windows DLL that C could call, it shouldn't matter that it's Delphi.
