I don't have a real answer for you on this one, but to answer your
first question: everything is possible in Delphi ;-)

My guess is you have to investigate and code all code to control 
the device yourself: to my knowlegde there are no out-of-the-box
components available.

Best thing you can start is the website of the manufacturer to see
if there's an API available.
Most likely this will be written for C-based languages, but at least
you'll have a startingpoint to code from.

Otherwise you could try to hack your way into the DLL's used by the
reader (but that will be a tough cookie!) and write your own header-files
for them.
I don't know if they exist and you probably have a USB device, but if it
is using a COM-port, communicating with it would be straightforward.
