I was drawing from my experience with ADS server. it appears to be ignoring 
the ip address you configured in the Host param.  I would try:

1 - putting a regular name for host parameter (pinging it first to see it if 
can be resolved. If not you need to configure an entry for it in DHCP or DNS 
server or enable WINS on your windows network).

2 - google "dbexpress" along with "Can't connect to MySQL server on 'localhost' 
(10061)" and see if anyone else has figured it out.

 I've checked the MySQL sections in dbxconnections.ini and dbxdrivers.ini and 
can't find any entry that would configure the driver to local mode!
