Does your laptop not have a serial port built in? If not, you'll need to get a USB to RS232 converter. My laptop has a serial port, runs Win XP, and I develop apps using TComPort on it.
Note: if my laptop is on its dock (Dell Inspiron 8500 machine), then the serial port on the back of the dock DOES NOT work. So you may need to check that.
