ShellExecute isn't part of the VCL, so you *shouldn't* need to synchronize it.

You do, however, need possibly to run the service under  Administrator 
credentials and the "Allow Service To Interact With Desktop"-option set.

  You would have to trigger it to work in the main thread using synchronize() 
and/or that other command to make VCL objects threadsafe (it's been a long time 
since I've done any work with threads).
