MCI is a rather old technology (if I'm not mistaken it goes way back to Win 3.1 32s) and has been replaced by DirectShow ages ago.
It wouldn't surprise me, (full) MCI-support has been abandoned in Windows Vista and/or Windows 7, but it could also be a missing ACM or VFW codec. We need more info to go on, like OS tested and type of file trying to open.
