NSIS, while short on Wizards, is free and very powerful. There are
third-party tools to provide an improved GU such as the HM NIS Editor. Once
you've made even a simple installation project using NSIS, it's easy to
expand the script. NSIS can easily install Firebird, and even check if it
already installed and bypass that step if desired.
