Libraries like ImageLib provide ways to do it, and you can
probably find freeware functions out there also. BUT, GIFs are to
be avoided, given a choice, as the LZW code used for them is
under license to Unisys who own the patents.
Therefore, if you make an app which actively uses (i.e. encodes
or decodes) GIFs or LZW files of any form, you need to talk to
their lawyers about it. Apart from the substantial hassle-value
involved in so doing, it potentially costs about 1% of the retail
price of the app concerned in royalties...
Not being a killjoy, but my recommendation remains: avoid them
unless you have no option.
