Did you check out the BDE registry settings?
(HKEY_LOCAL_MACHINE\Software\Borland\BLW32 and
HKEY_LOCAL_MACHINE\Software\Borland\Database Engine)

The only time we had this problem, we discovered an old BDE version
lying around. Had to delete it and change registry settings too.

I think you can change the files isdepend.ini and swdepend.ini, both in
<Installshield>\Objs\Delphi4\Eng, if you need to make changes to the
install of the BDE.
