TCP/IP sitting on layer 4 should handle the reordering of packets so that they
are assembled correctly independant of the path they actually took.  Are you
using a component / ActiveX control or are you using the Win32 api directly?  Do
you have an internal sequence number in the packets you are constructing to
double check the packet ordering?
