This is very heavily dependent on features and price constraints. The top of the
pile would of course be
ESRI MapObjects and
Mapinfo MapX
Both are very expensive and neither are royalty free but both get you access to the
makers GIS formats.The Lite versions are very cheap and royalty free if they can
do the job for you. Look also at Sylvanmaps and BlueMarble Graphics. If its mapping,
not analysis, then TGlobe is very nice product.
