Problem solved!
It turns out that the problem has nothing to do with Delphi or Win95 or
WinNT. I used PE Compact (somebody posted the URL last week on this list, I
can't recall who) utility to compress my EXE. Among the things that it does,
it "Strip Relocations".
I deployed an uncompressed version of my EXE, and it works just fine. I
haven't tested PE Compact with "Strip Relocations" turn off. May be later.
