I know the tag side fairly well, but I don't know any hand held readers
(but they must exist).
There are several technologies available, from the older 150kHz active and
passive tags through to the microwave stuff that has been developed to be
read on trains passing a reader at 300km/h!
Technology considerations are read range, whether you need multiple tags
readable concurrently (identify a handful of tags at once) and power
consumption/tag life.
