[DUG]: decimal-aligned text

Does anyone have any code (pascal, c, whatever) that right-aligns text or
preferably
decimal-aligns numbers when using proportional fonts?

I can't use Win api for this - I need actual code example as it's for an old
Dos application printing using HPGL.
