I was under the impression that if a DLL did not expose an activeX interface, then it didn't expose the parameters required for its enty points.
 
If it does support an ActiveX interface, you can do a Menu/Componenets/Import ActiveX.
 
If you have a non-activeX DLL and a C header file there are a number of utilities for translating the C header to a pas file (none of which spring to mind).
