I've never heard about these "bags" before but a quick search using "VB Property Bag" on the Google Groups only resulted in the following Delphi-related thread:

I have to create a message in a MS Message Queue, with the body of the message set up as a VB Property Bag. The message will be read be a VB app.
 
I can create a message fine, but I do not know how to go about getting a VB Property bag set up.
 
Any ideas?
