You should be able to, You just have to replace the default colour editor with your own. So create your editor/derive from the existing editors, and then register the property editor in a design time package.
I've done the same for anything of type TShortcut - why the shortcut editor is not registered against TComponent (or whatever was required) etc I'll never know.
