Just because it doesn't help produce .NET applications doesn't mean
that .NET isn't used by the application itself however the reason for
the SDK requirement is simple.

It is basically to get the document viewer for the Help. MS only ship
the SDK help in Help 2.0 format and you can only get the document
viewer by installing the SDK.

There are also many parts of the IDE that use .NET
 * Error Insight
 * Help Insight
 * Modeling
 * Data Explorer

I guess the install can be a PITA if you don't already have the SDK
installed. On a good note, I preinstalled the SDK and J# (used in
modeling) runtimes and the actual Delphi 2007 installed completed in
under 10 minutes. Which is about twice as fast as the D2007 install.
