Yes, changing the privileges worked for me. 

I still get challenged each time by User Account Control, but apart from
that I am pretty happy. And given the recent posts to this group I'm not
exactly falling over myself to upgrade ...

Are you running as an administrator? It is probably trying to write to
the delphi32.dsk file in the bin folder (which if you installed to the
default location - is a no-no in Vista).

You try and change the folder priviledges (don't know if that will work).
