I use the QC client built into Delphi.
Yup, I know my work around isn't a work around (it just allows me to
save changes to other pas files). The .Tlb file isn't being saved in
program files (it is in a dir that I normally have full access to).
I am nor almost 100% sure my problem is that D2007 (for some reason)
accesses this file once the project is opened, thus making it impossible
to rename it. Closing the project (but not D2007) does not stop D2007
having this file locked. Closing delphi usually (but not always)
removes the file lock and I can rename the file.
This is a real pain for me. But I suspect I am low priority :-(
Oh well at least I know what the strange QC message was about !

I don't know what client you are using but in mine, if you edit a
report and save the edited report it will duplicate the workaround (if
it exists).
In my defense I have contacted CodeGear about this aspect of the QC
webservice and they can't/don't seem to want to tell me how the
duplication can be avoided.
I have marked one of the workarounds as a duplicate (so now it says
only 1 unprocessed). However your workaround isn't really a workaround
for the saving of the TLB issue. This might be because of permissions
on the Program Files folder that Delphi 2007 is installed it. Is it
possible to give yourself full write access to that folder and see if
the error persists?
