If you're talking about Ctrl-F and its popup dialog, ensure the "Origin" (bottom right) is set to "Entire Scope" and not "From cursor". [D7 IDE] Sorry if I'm way off the mark here - my answer seems too obvious so I assume it's me that's missing something ;-)
