I use pdfFactory Pro from Fineprint software. I can create password protected PDF files for distribution.

There is a free PDF Viewer Delphi component from Synactis which is essentially a wrapper for the Adobe Reader. There are several alternatives for getting from Word to a PDF. The expensive one (which I have) is Adobe Acrobat, however there are freeware and shareware alternatives out there. One that I use is the PDF creator built into OpenOffice, the open source alternative to MS Office. Compared to Acrobat it is incredibly fast converting Writer documents and it will preserve links which will work in the resulting PDF. The downside is that Oo does not do a perfect import of Word files and tinkering with the result will be necessary. Most of it is improper spacing.
