These patches add a new navigation system that is generated from a single file: aggregator/src/config/navigation.rb
It uses the simple-navigation gem <http://github.com/andi/simple-navigation>. This series hooks the gem up to the Aggregator code and adds the menu structure that we (currently) plan on using. Note that the pages that the new menu items point to are not there yet. I'll add them tomorrow.
