[deltacloud-devel] deltacloud puppet recipe and installer revamp

This patchset greatly revamps the deltacloud puppet recipe and 
installer/uninstaller
to clean up a plethora of things and to make it a more state based solution, 
bringing
it inline with the standard puppet methodology.
