I've been having a problem that sounds similar but not exactly the same.
Mine too has been happening since 1.2.0, currently Deluge 1.2.2 and
libtorrent 0.14.9.
For me, a sizeable number of torrents (roughly 100 out of a total of 500)
do not start properly when I run deluge. The exact number seems to vary
from day to day. These torrents are all listed as "Checking" for me.
Resume does not work, but Pause-Resume does.
