I have a very similar issue. I currently have 2 torrents in active state.
have I updated from 1.3.1 to 1.3.3, since then the following happens after
i start Deluge.

1. Deluge works for a little bit (less than 5 minutes), then the transfer
stops completely, window redraws but is not responding to any UI action.
Only possible course of action is to kill the process.
2. After the kill, when I start Deluge again, it re-checks data of both
downloads, then step 1 happens.
3. The UI responds correctly until the transfer stops. If I exit Deluge
before it hangs, it closes properly, and then when I reopen it, it does
not recheck data and everything seems OK, but step 1 still happens.

* on my machine this bug is reproducible with 100% probability, it always
happens with my current Deluge, regardless of what applications run in the
background.
* it also happens with no apps in the background, and with Deluge process
having higher priority

* data downloaded before "hanging" do not become corrupted, so I guess
that as long as I restart Deluge, it will eventually download the files,
but this is ridiculous idea...
