I did some more analyzing and noticed that it stopped at the debug log
message "setting %s's file priorities" on some torrents. It seems it's
just waiting at this line

self.options["file_priorities"] = self.handle.file_priorities()
}}}
in deluge/core/torrent.py line 335 that is. If I comment that deluge
starts but I can't change file priorities for obvious reasons :/
