Comment:
`po` files are not read directly, they are converted into `mo` files and
for development you need to create the `mo` files manually. See
Development/Translation for details.
I agree it would be useful to be able to have the `mo` files created in
place by setup.py but it's a very low priority as it only affects
development code.
