The peer section should contain your proxy settings no? This is by design,
I should update the release notes with that information and there is a
[http://forum.deluge-torrent.org/viewtopic.php?f=7&t=54431 forum thread]
with same question and I referenced the changes made in #2149.
I am open to suggestions of better informing the user about this but the
scope for code changes in 1.3 is very minimal and I have reworked the
proxies tab for upcoming 2.0.
