Yeah that is because the File chooser is a builtin gtk dialog.
The simplest option to keep consistency across the application is to
change `gtk-alternative-button-order` from 1 to 0 in `C:\Program
Files\Deluge\gtkrc`
I will look at updating all the dialog box button code to support gtk-
alternative-button-order in develop code.
