#3120: files in complete directory ignored during re-check

After removing torrents, but not the downloaded files which remain in the
complete directory (/var/lib/deluge/complete in my case), the files are
ignored when adding the torrent again.
This only creates unnecessary traffic in the swarm and worked before if I
remember correctly.
experienced with 2.0.0.dev7097+e3f5377+201707051516~ubuntu17.04.1 on
Ubuntu 17.04
