 mm, hi, i'm thinking how get logs, you can try this:

 "%ProgramFiles%\Deluge\deluge-debug.exe" -L debug -l
 "%UserProfile%\Desktop\deluge.log"

 is from here https://dev.deluge-torrent.org/wiki/Troubleshooting

 And upload here the log file, should be in desktop.

 Other option, you can try keep deluge running, maybe there is too much
 torrents..., at least to check it.

 Or check other dependences, maybe python?, and check if your are using the
 latest release.
