#3179: Windows: Disconnecting 2nd display doesn't update gtkui.conf with usable

Steps to reproduce:
1. Start Deluge on Laptop
2. Move Deluge window to secondary screen
3. Close/sleep laptop and disconnect screen
4. Open laptop without the secondary screen
5. Sometimes Windows' "Move Window" function works, mostly it doesn't
In gtkui.conf, window_x_pos stays at a number above 1920, manually
changing the position fixes it.
Verified in 1.3.14 (don't know libtorrent version, the one that was
bundled with the installer a month before 1.3.15 was released) & 1.3.15
with libtorrent 1.0.11.0 in Windows 10 x64 builds 1703, 1709 & 1803.
