#3243: Tray icon issue without libappindicator

I am on Archlinux, deluge v.1.3.15+18+ge050905b2 and
python2-libappindicator is an optional dependence. When
python2-libappindicator is installed, everything looks fine. Without it
deluge GTK GUI works, but tray icon looks good only with icon theme which
provides panel/deluge-panel icon. Otherwise tray icon displays fallback
"empty" image. Also I see no upstream hicolor panel/deluge-panel icon
file.
