#3253: macOS GdkQuartzWindow set timestamp

Testing on macOS revealed that the timestamp getting and setting that is
used for X11 window server does not work with Quartz window server. A fix
has been applied to bypass any GdkX11 calls.
Will need to investigate how this is achieved or if it is needed.
