The same problem on Arch with both master(2.0.3) and develop(2.0.4.dev-38)
versions. When trying to remove torrents which are stalled at 0%, they are
not being deleted and GTK UI becomes broken(cannot switch between
active/downloading/seeding/all categories). After restarting deluge those
torrents are still in the list. They can be removed only manually from the
state directory.
