#3540: unable to update interface in thinclient

According to the [https://forum.deluge-
torrent.org/viewtopic.php?p=235137#p235137 this] forum thread, there is a
problem to change the interface when running in thinclient mode.
The issue is that when trying to apply the new configuration in both `GTK`
and `ConsoleUI`, we check that the interface (in and out) is being
validated on the thinkclient end and not on the remote daemon:
