Deluge Installer (2.1.1) still doesn't set this value, so please add it to the windows installer in Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Deluge!
Btw, version 2.1.1 cannot be set in the "Create New Ticket" form, 2.1.0 is the maximum.
