Well, because it takes the mirrored staff's clef and sets it on the voice, which is daft since a voice can't have a separate clef :( I've filed a bug report for this, meanwhile "The workaround is to temporarily set the bass clef to treble_8, create the mirrored voice and then set the staff back to bass clef."
