Remarkably, I can see that it misbehaves on version 2.20 of LilyPond so this isn't as I imagined just some local corruption on Joe's machine. Life is perhaps too short to look into it further (the syntax looks innocuous enough). I think the windows binaries are bundled with a some specific version of LilyPond, so it would be good to upgrade that.
