Are you sure the localhost accepts mail on port 25?  FWIW, I get reports 
from several of my servers so I know it works.  To test:

$ telnet localhost 25

if it gets refused, that's the problem.  Otherwise, not sure.  Does you 
smtp server require login credentials?
