For the "where we are" ....

The project description at http://incubator.apache.org/projects/derby.html 
cites these goals:

1) The initial goal of the project while in incubation is to build a viable 
developer community around the codebase.

2) The second goal of Derby-in-incubation is to successfully produce a release.

For goal #1, one measurement to take into consideration might be mail list 
traffic, which is available at http://people.apache.org/~coar/mlists.html. 
Stats below reflect the snapshot of the data taken Mon Mar 28 07:00:02 2005 and 
show that derby-dev and derby-user are active.
