Just a guess - I have seen this happen once when I didnt have db2jcc.jar in the classpath, network server tests skip.
In your report file - I see that in your classpath, you have db2jcc_license_c.jar but no db2jcc.jar Can you check and see if putting db2jcc.jar in your classpath helps.
