Modification:
        * Remove whole diag package from derbyTesting.jar
        * Add missing "DiagnosticableGeneric" class to diag package.

Test:
        * run derbyall suite in next two classpath configuration , which 
contain derbyTesting.jar in different places , and confirm no error.
