Thanks for taking an interest in this problem and helping me puzzle it
out. The following sequence of steps seems to have triggered a JIRA
posting. It appears that JIRA didn't post my earlier edits because I
entered them via a non-standard sequence of steps.

Perhaps I am adding comments in a non-standard way? This is what I do:
Pull up the bug.
Click Edit in the left column.
Type in my comment.
Leave Visibility set to All Users.
Click Update at the bottom of the screen.
That should still trigger a mail to the list, but choosing 'Comment
on this issue' from the left column is the standard way to add a
comment. Editing an issue is generally used to change the title or
attributes of the issue.
