Jira was just upgraded to version 3.3. the person doing the upgrade
reported:

You probably need to click that button to grant to Apache.
There was no such button. I have managed to attach the file now (using
exactly the same procedure), but I wasn't asked whether I would grant
it to Apache.
Curious, there use to be a radio button option as to whether you grant
license to the ASF for their use but I don't see that any more. I can
only assume that they are trying to make that licensing implicit. Bugs
may have cropped up as a Result of this change.
