You can file enhancement requests in Jira.

It would also be good to articulate why you need this enhancement
request. Do you have any issues using the current default port of 1527?
If so, what problems do you see in specifying the port number in the
URL?
Also, Apache Derby being opensource, you can add this enhancement
yourself, with input from this mail alias.
